Add GST number to payment pages

If the GST number is configured for an event, it is now included wherever fees are displayed

Enable sending vouchers by email (#186)

An admin user can now send a voucher to the recipient by email.

From the View Voucher page, press the Email… button

From the Preview Email page, press the Send Email now button.

The voucher will be sent to the recipient by email.

Audit

The View Voucher page displays an audit record that the email has been sent. Note that this does not necessarily mean that the email has been received, just that it has been sent.
