Implement new school workflow (#197)

A new workflow for schools events is now optionally available. When enabled, school details are entered separately to student details, reducing the amount of repetitive data that is entered.

This also means that all students in the entry must belong to the same school. This avoids issues where occasionally students from different schools have been added to the same entry which complicates the principal sign off process.

When creating an entry, the school contact details are entered first followed by the competitor details.

The Edit Competitor page no longer has contact information (email, phone number and address) as they are included with the school:

The Review Entry page shows the selected school and allows the user to add and edit competitors:
